Well I guess what I'm wondering is if they might try to impose this increase on me without written notice, and if so if they might claim to have sent me written notice, which I don't necessarily expect, but I'm just preparing for the worst case scenario. But I'm not going to start paying them extra based on what some receptionist said, nor will I go out of my way to remind them to send me proper written notice to increase my rent. But if they don't need a signature it sounds like they could easily figure that they did send me proper notice of the increase and impose the increase as soon as they claim to have sent me notice.
