What is the name of your state? Arizona, but incident occured in California

My father was just shot and killed at a city bus stop. He was considered an "innocent bystander" I looked on his criminal history through the Superior court website and he has an FBI File number. THe first two numbers pertain to an investigation involving "assault or murder of a federal officer" I know for a fact my father has never been violent toward anyone. However, I need to know if that classification definition of the first two numbers in his FBI file number may have lead to his murder. Can anyone help me before its too late?::confused:
