My father with custody never visits!!!!

Im 16 year old girl from california and have lived with my mom for little over a year. Yet my father still has custody of me. He hasnt seen me, tried to call, or contact me since january 11, 2000. What I want to know is if there is a certain amount of time before he loses custody or parental rights? If there is How long?

There is no time limit.. but if yor mother was to petition for custody with your wanting to stay with her, then a court would change the order. She needs to do this if she is ordered to CS as I doubt she is currently paying it despite being court ordered.
