If this child is under 18, she does not get to decide. Mom and dad need to communicate with each other about their daughter.

You don't...and neither does Dad, unless Mom is in agreement. Though why parents would allow a child to decide where she lives is beyond me.

The FIRST thing to do would be that dad needs to have a conversation with mom about this potential change. YOU need to stay out of it.
