My town is not fixing the culvert that causes floading

What is the name of your state? Tewksbury, MA

Ten days ago, the town of Tewksbury, MA tried to repaired a blockage in the culvert next to my house. Instead of solving the problem, the town's DPW worsened the problem and blocked the culvert completely. For the last 10 days, they have claimed that they are trying to fix it, but our backyard, shed and several trees are flooded due to the culvert not working. We put our house on the market right before the culvert was blocked and no one is interested in it because of the water in the backyard.

What are our legal rights towards the town? Can we sue them to get them to speed up the process? Can we sue to recover the damages to our yard, shed, trees, and loss in property value?

Governments (including townships) are immune from suit in a case like this. Contact your local township representative (alderman, etc.) and enlist his assistance.
