I am a liscenced commercial fisherman in NY state. Over a year ago i sold $304 worth of flounders to an unliscensed fish dealer. I was given a ticket that will be at least $300.00. My question is...is there some kind of time frame on issuing a ticket after the offense and how can I be charged if the fish buyer hasn't been charged with buying without a state liscense? How can i be found guilty if he hasn't been found guilty? Thankyou
