What is the name of your state?calif. a landlord had the utilities in his name as he remodeled. then when he rented the house he told the new tenants that the gas company would charge them a huge deposit. to avoid this he would leave the gas in his name and they should just pay him for the gas bill. they never see the bill or know how much gas they use, he doesn't give a reciept. they pay him whatever he tells them it is, he collects this extra payment on top of the rent. they're young and naive and never dealt with utility companies or landlords. is this legal for him to charge them?
