Name Change

My 15 month old daughter does not know her biological father, yet she (unfortunately) has his last name. We were never married, but he did sign the birth certificate. He never sends money, or visits her. I really want her to have my last name, but don't know how to go about doing this. Any insight would be great. Thanks! (I am from California.)
