What is the name of your state? Georgia
I live in one county, but the geographically nearest public school for my second grader is in a different county. My address and telephone exchange are the same as the nearer school, and it is a hardship on both the student and the parent to attend the school in my county. Do I have the right to send my child to the geographically nearer school even though it is in a different county? What is the name of your state?

Georgia seems to have a weak choice law. My reading of your options are to talk to the requested district and see if it will accept your daughter. If rejected you could ask if they have accepted students, how do they decide who enters (probably heavily weighted on athletic skills).

In what way is it a hardship?
Does your school district refuse to send a bus to pick up your child?
