need advice on fighting a dog barking city ordinance which states "No person shall keep or harbor upon or about his premises, any animal of the dog or cat species which shall by barking, howling, squalling, crying or in any other manner whatsoever, disturb the comfort or quiet of any neighborhood within the limits of the city"

I'm facing a $102 fine for my dogs, who bark only as normal dogs will. It is only one neighbor who complains, and my other neighbors say that the dogs don't bark any more than any other dog would. I've been to court for this before and lost, but the wording of the ordinance is very vague. I have made an honest effort to keep the dogs quiet (short of putting a shocking collar on them) and I really think it is more a neighbor problem than a dog problem. There is a city noise ordinance that specifies a time period (between 11 pm and 6 am) but there is no time period specified for the barking dogs and my tickets have been in the daytime. I keep my dogs in at night, but like to leave them out during the day and don't like to have them in the house when I'm not home. Any help would be appreciated. I really don't want to pay this fine and I think the particular neighbor just hates dogs.
