I think this is a two-fold issue:

I purchased a product on eBay and paid with PayPal. I emailed the seller my current address (twice); however, he sent the package to my old address (my old address was in file; however, I did not know of that beforehand ... even so I explicitly told him the shipping address). The seller shipped the package with the tracking number and it was received at my old address. It was signed for by one of the residents (resident A).

Before the package arrived, I emailed another resident (resident B) and informed him of my incoming package. He responded to my email and told me that he would look out for it. When the package arrived I tried to contact both residents; however, I couldn't get in immediate contact with either. About 4 days later, resident B emails me saying that although the package was signed for by resident A, they lost the package and are currently looking for the package.

Hopefully, I will receive my product; however, what are my rights in this situation? Is the seller liable for the loss of my package (if it comes down to that), or is the signer liable? What if my package is opened; am I protected?

If you file an item not received complaint with paypal and electronic tracking doesn't show it delivered (somewhere) then paypal will refund.

Your shipping address goes out with the paypal payment, if you failed to read that transaction and send the wrong address, it's hardly your sellers fault no matter what you did otherwise. Paypal payments are tied to the address in their transaction. A seller would be a complete idiot to ship it elsewhere. If you gave contradictory shipping information, I'd have cancelled the payment and tell you to do it right.
