need help...can i demand a refund or sue them for it?

Recently i for someone selling cheap handphone in facebook marketplace, do i contact him thru message him.

In the first few contact, i was not inform that is the minimum quotation of 5 unit, and after i sent money over thru western union he told me he can deliver the item because minimum order is 5 unit... and i was force to pay him the balance unit money because they are not willing to refund

right before i pay him the balance, before 2 day i ask him do i need to pay any tax or stamp fee, he say it is not needed as i order 5 units. But right after i pay the balance money, he sent me a message he unable to deliver the product until i pay another 1000 usd.

please advice me...can i complain this issue as a fraud? I still have all the message and western union recipt with me

You were scammed.

Ebay and WU both tell you up and down all over the place not to use WU to pay for auctions.
A WU payment can be claimed by anybody anywhere.

Your money is gone.
