Your friend hasn't seen her child in nine years and she hasn't tried to investigate how to fix this problem before now?

Sounds like you're trying harder than she is.

There are legal mechanisms to handle problems such as hers, but she has to lift a finger in order to start things rolling. They don't spontaneously occur.

If SHE is interested in seeing her child, SHE needs to contact legal counsel and find out how.
