need help with landlord problem

I live in the state of Michigan and am having problems with my upstairs neighbors and my landlord. I recently found out that my upstairs neighbors have been peeping into my bathroom while my family is in the bathroom. I have notified the police of this problem, and the upstairs people have contacted the landlord. the landlord now says we cant have company in our home after 10 pm. and there are not to be any overnight guests in our home at all. and there is also to be no neighborhood association or police here again. we are expected to sign a new agreement to these new "rules". my question is... can they( the landlord) tell us we have to comply with these rules or make us sign anything? what are our rights?

IF you have a lease, then you can refuse to sign any agreement....

But then you will NEVER get a renewal lease unless you do.

If you have NO LEASE, sign it or else the landlord can give you a 30 day notice to vacate.
 
In most states, a lease cannot have provisions that require a tenant to waive certain rights in advance. I believe the Truth in Renting Law in MI would prevent the LL from telling you that you can't call the police if you need their assistance. Don't sign anything without consulting a legal pro or tenant right's organization.
