Our neighbors have in closed their dog Pen, using 50 feet of our wooden
Privacy fence, for the back part to enclose their dog Pen. Their fence (is not attached to our fence) a small gap between the fences.

Our privacy fence is 6 inches from the (surveyed property line) on our side of the property
Their dog pen is located within spitting distance from our screened in back porch and our back yard.

By filing a claim in S/C/C does anyone think or know (If) we may have a (chance) in S/C/C to either force them to put up their (own fence) next to our fence or pay for the 50 foot sections of our fence they are now using as part of their dog Pen.

No chance.
Small claims court is a MONEY court only. They cannot force someone to do something. You will need a local attorney who can write them a cease letter... and then advise on the cost of a lawsuit if they refuse to remove their 'encroachment'.
