How the heck does one hold a useful IEP meeting wo the presence of parent , guardian , or GAL ....why not be present by video ?

They don't - since the parent is an integral part of the IEP team. This OP has likely been steamrolled by the district, et al, for a long period of time, and that's very unfortunate for the child.
