the child protective service of amarillo texas was called about alleged sexual abuse by my husband, to my two girls by their stepfather in 1996. cps did not investigate. in 1999 they told, this was brought up at a cps meeting about the 1996 call, the supervisor asked what was done and the worker said their was nothing. one of my girls was rape the other molested. one child was only molested before the call and had not been raped. the other child had not been molested before the call and would have not been molested by her stepfather had they done the investigation. do to the fact that no investigation took place in 1996 the girls endured much more damage. is cps liable for pain and suffering that my girls endured?
