(In California) I have a retired neighbor in his 70's that harrasses all of the homeowners on the block. He files complaints to the city & constantly calls the police. His complaints are: He does not like to see a standup basketball hoop, which the police/city said is fine. He filed a city complaint that we had someone living in our garage (we don't, we just have our car & Xmas boxes)which the city said is fine. He complained he didn't like our neighbor's garage door & complained until our other neighbor had to remove walkway lamps, which he just paid $5K. to install a new beautiful brick walkway. He sends anonymous letters to everyone, he watches with binoculars & takes pictures. He said my home was unacceptable..We have invested $50K in home improvements in the past 3 years & it's valued at $350K! We do not have a HOA, so there are no CC&R's. What can we do to get this man to stop? There's no talking to him!
