neighbor is vandilizing my property and the apartments! Help!

Hi! My husband and I have lived in our apartment for about 6 months. In this time period the lady below us has wrote us nasty letters, egged our car numourous times, put super glue in our keyhole lock (my husband couldn't get in one night), bangs on the ceiling with her fist a broom I don't know what when I run water, drop something, when my one year old walks and plays. I dropped an empty wipe box on the floor and she banged and banged. She told the office that she wanted us not to run water after 10pm. We tried that but it hasn't helped. I am ready to blow!
We have told the office and they say to just to keep them posted on what she does. WE have. We do not beat back or anything. I have tried to be nice. The office also says that she is just nasty and that she does this to everyone. What are the laws pertaining to this. Please help!

You've got to catch her in the act first. However, I predict that before you catch her, there will be U-Haul trucks in your near future. "Well we're movin' on up, to the Eastside, to a deluxe apartment in the sky . . ."
