I have neighbors from Hell! The next door owners of a two-family home live in Pennsylvania and are renting their apartments until someone buys their home. Our brick homes are attached as in a row of houses. These tenants blast music to the last notch on the stereo any time of day and night. My home vibrates and of course, I get no rest because I can hear the music through the walls and windows. These people are unreasonable. I feel strongly that they are blasting the music in retaliation from the time I reported them to the owner's realtor and to the city's buildings department when they banged on their walls so consistently that the walls in my home shook off plaster. (Interestingly, the owners claimed there was no indoor construction....so what was the banging about?) What legal recourse have I? The NYC police do not come out when there's a complaint lodged against this home. I know: I call the city's 3-1-1 number and not squad car appears. I'm trying to let the "law" handle my deep concern, but I'm getting edgier and angrier because I feel helpless and powerless to stop the harrasment.
