Neighbors sump pump outlet damages my yard

I won in small claims proving it is damaging my back yard. Now I what the outlet to be moved. City code says it has to be minimum 5 feet from property line, but can be placed anywhere on the property. The standing water is a breeding ground for mosquitoes and I can't mow which brings in bees. It covers an area of 20 feet wide by 60 feet long. He doesn't care what happens to my yard. It's been this way since before I bought the house. What can I do to get the pump outlet moved?

You are going to need a court order to force your neighbor to move it, which is not a small claims matter. You will want to speak to an attorney.
