Neighbors tree damaging my property

I am a property owner in the State of Oregon, the rental property behind me has a large 50' high cherry tree overhanging unto my property. All year it is a constant battle, blossoms, cherries no one uses that fall onto my property, pits, then the leaves in the fall. They are clogging my gutters and downspouts and sprouting new trees in my lawn and growing from under a hobby building and my deck. I have spoken to the property owner and his is unreceptive to solving my problem...What am I to do???? Please let me know if anyone has an answer for problems they have incurred in Oregon and how this may be resolved. Thank you.

Any portions of the tree that overhang your property line belong to you. Prune them. Don't enter neighbor's land or even reach over the line to do it. Send N a letter (certified, return receipt) saying that "you will prune any branches overhanging the lot line in 2 weeks. since you cannot enter N's land, the pruning may damage the tree more than if N does it himself." If the tree dies, tough for N.
