maryland:
recently the couple who lives above me acquired a dog. after 11/00 no new dogs were allowed on the premises. i called the rental office to complain about the dog running and jumping all hours of the night. i was told that i would have to put it in writing before they would investigate. are they obligated to inform the tenants the person who made the complaint and do it have to be in writing?

They asked for it in writing, didn't they? Why not oblige them. Maybe they need to be sure that there is a bona-fide complaint before they will do anything. Maybe they will evict the tenant for whatever noise the dog made. Maybe they want some documentation from a witness.

If you don't want the neighbor to know that you made the complaint, then maybe you shouldn't make any.

Besides, you ought to be able to settle this problem yourself instead of asking the landlord to be a mediator between the two of you.
