Never Been To Court To Make Support Legal, Please Help

I think my son is heading for disaster with this problem. He had a child with his 19 year old girl friend when he was 17. He knew it was his baby and his name is on the birth certificate. the girlfriend wanted him to just pay her and not go to court, and that worked for a time while they were together, now they are not together and she don't want him to see baby, because he is behind with payments due to his health. he owes about 1,500 dollars and he has all intentions of paying until someone said do not give it to her til you make it legal! They said it would all be a gift, and not count as support. He paid her the first year in cash, and really don't have any proof he gave her anything. She won't let him see the baby til she gets her money.
We live in ohio, and he is heart sick, and needs advice now!
What are the forms he needs to get this thing rolling and be able to see his baby again, and will the courts make him pay the back pay all at once?

He should retain an attorney.. or learn how to file a paternity petition with a request for court ordered visitation.
