New CC&Rs given to us after living here for 18 years.

We purchased a single family home governed by an association in 2008 and signed the CC&Rs at that time.
A new association came into being 2 years ago and has just issued updated CC&Rs making some changes.
We were sent a copy of these new rules and asked to sign them.
We were never asked to vote on any of these changes.

Is this actually permissible and what happens if we do not agree with some of the changes and do not sign the new forms?

You will have to study the original CC&Rs which might have given the board the authority to make the changes without notice to, or a vote of, the owners.

Again, the original CC&Rs may bind you to the new CC&Rs whether you sign them or not.

Consult an attorney who specializes in representing homeowners against HOA boards.

You might want to get together with like minded homeowners and chip in money to spread out the cost of having an attorney represent the group in dealing with the HOA board.

Also, if you mean by "a new association" that there is a newly elected board then that is one thing, or if you mean a newly revived association (if the previous one went defunct as well. If you mean an entirely new association with no connection to the previous one that would be something that you would also need to discuss with the attorney that you consult.
