New Construction Woes

My wife and me contracted a builiding corporation to build our home in September of '98. They started in April '99. They use subs for everything with a project manager to oversee and make sure construction is up to par. We've had several problems from shoddy construction to working with 3 different managers. The contract does not specify a completetion time (we've learned a hard lesson) but our salesperson verbally assured use that it would take no longer then 5 months with most homes being completed in three. Like most custom homes we have a draw loan which has a larger rate of interest than a 30 yr. mortgage. We have mentioned at times about contacting an attorney in heated moments with the builder but they say we'll have to use the attorney from that point forward to even pick colors-they would only work with the lawyer. They also have been unwilling to fix some of the defects with the home. They say if the county approves it it's ok. I feel this is intimidation. I guess what we want is our home to be built with the quality the contract states (HIGH quality)and some compensation for the interest our loan has already accrued. Is this unheard of or an unreasonable request? Our home sat with NO one working on it for nearly 3 months while the money accrued interest. Thanks for your help.
