New home falling apart

I live in Oklahoma. I had a home built 1 1/2 years ago. The foundation is concrete footing, with concrete blocks all the way around. There are some concrete pads with blocks under the middle of the house. Apparantely the middle ones have settled, because the middle of my house seems to be sinking. I have some places where the sheet rock is taped together on walls and in corners that is splitting and one cabinet has come away from the ceiling. The builder tells me that he is not responsbilbe for mother nature, and that the dry summer then wet winter caused this to happen. Do I have any legal grounds to stand on?

You may. Improper construction is the cause of the problem, not the weather. And any builder knows it sometimes rains and sometimes is dry and should have planned for that. See a lawyer who does real estate construction law and ask.
