Who said he was doing anything dishonest? He's just using up some accumulated time off from his old job. If that's dishonest, hell, I've done the same thing.
There could be issues with the ownership of intellectual property attributed to a person affiliated with two companies..

A person on H-1B working for 2 employers would need concurrent approval to work for 2 employers at the same time.

OP needs to read his employee handbook (or equicalent) to see what all employees are entitled to when they voluntarily leave. OP is not special.

His H1B with the first employer is good until he terminates. He appears to have H1B approval for the second employer. That's all he needs. There's no need for a special approval. If he doesn't have the approval for the second employer, it makes no difference whether he still works at the first or not. It's not permitted.

He is planning to "work" for two employers simultaneously; He is approved for serial employment which implies he would leave one before beginning at the second.

Many employers expect the employee to work after a vacation in order to receive pay for that vacation pay. Some employers also include vacation pay in the last check upon employee termination. OP needs to check company policies; it is that simple. I find his proposal to not disclose to his first employer that he has begun working elsewhere dishonest. An employer would be justify terminating him "for cause".
