HELP-Can I Move From Abusive PT Father

What is the name of your state? Maryland

I will be brief. Unmarried  mother of 1  currently receiving help from MD social services, I only wanted to use it as a stepping-stone versus a crutch and I've now found a way to get off of it. The conflict is that I wish to move to another state so that I may take a well-paying position that offers benefits from day one, but can I move and accept the position with simply an agreement between my child's father and me once I am off the system? He is paying support (he's behind)
I have tried several times to include my child's father in the child's life. I also want to move to escape repeated abuse from my child's father. While he has not hit the child, he has done things to me not only in the presence of the child, but also while I was pregnant and when I have had the child in my arms. He's made minimal efforts to support the child except occasionally when I have prompted, enabled, or pestered him to do so. He's a campaign father: all about shaking hands and taking credit when someone gives the baby a compliment but never actually there to do the work or even witness it happen, lol. Not only has he denied her several times from conception to present day, but if I hadn't made the efforts to make sure the baby sees him he wouldnt make the effort to see the baby. It's time to move on and do for myself.
He did sign her birth certificate but he didn't want any type of paternity test. He does pay support but the baby has always been with me in my care.
Do I have legal rights to move my baby and I out of state?
Does he have legal claim to the baby or to stop me from leaving?
Can we reach an agreement outside of court?
Need some help here please. this issue is time sensitive, as i need to respond to the job offer. THANKS!!

If he agrees to you moving...and puts it in writing...then its safe for you to move.

However without his agreement, he could take things to court as soon as you move, and possibly force you to return to the original state....or lose custody if you don't.

thank you so much for replying!!

Maryland

I dont know if I can get him to agree, although he has talked several times about leaving the state himself. I've read abut 20 pages of these advice forum and looked into a few other resources for my state and I think I am indeed the custodial parent.
If by chance I can get him to agree to give me written permission to move, can it just be litterally written down and signed or does it need to be more formal than that?

one more thing

Maryland

If I do in fact go through the court for prope permission, how long does all that take (guestimate) im trying to move to accept a job offer so i am the more financially stable parent, lol.
