I am thinking about starting a small business making videos of peoples kids. I wanted to use copyrighted music in them, and I was wondering if they downloaded the music (leagaly) from a website like the new napster(or any other pay site) could I include this in thier video? And more importantly if I downloaded it for them but redownloaded each song(and payed for it each time) would that be legal? I would still be paying a royalty each time I got the song.

Everything you mention is illegal. The songs downloaded from Napster are for personal use only by the purchaser. Your use is as a commercial enterprise and you would have to pay the higher commerical copyright fees. Read the "Purchasing singles" thread below.
