What is the name of your state? CA

My friend has just told me that the INS has just changed the requirement for citizenship from 5 years to 3. Is there any truth to this? How early can one apply for citizenship as a green card holder?

It is 5 years as a Permanent Resident and 3 years as a Permanent Resident married to a U.S. Citizen.
