New sidewalk sits on my property

I live in Montana. Recently the state installed a sidewalk, curb and gutter in front of my business. The sidewalk runs parallel to my property with about two feet of space between. As the sidewalk approches the corner it widens. It is obvious that at this wider area it is sitting three to four feet onto my property. Can the state do this? Don't they have to purchase this property from me? Any input would be appreciated.
