There is a 6 year sol for small claims cases in NY,
is there a four year sol for services rendered and the collection of fees. Is there any kind of rules for notification that a person owes money.

My response:

The New York Statute of Limitations is not dependent upon Small Claims Court cases. The S.O.L. is for written and oral agreements that, depending on the amount involved, could even take you into a higher court than Small Claims court. And, the S.O.L. would be exactly the same.

In response to your second question, there are no "rules" per se. All you need to do is send a letter outlining your services rendered and the amount owing, giving 30 days to pay. Or, you could send an Invoice.
