My daughter was stopped at a stop light, a dump truck rear ended her and the car was totaled. The other driver received a citation. Problem is the the car was less than 2 weeks old. The insurance company will not release the settlement check until the Title is received. The state of Minnesota employees went on strike and we've been told it may take as long as 4 months to get the title!! The car has no loan against it (paid by check) and we have forwarded the Bill of Sale as Proof of Ownership. The insurance company still insists they won't release the claim money without the title, is this legal and/or do we have any recourse??

Your daughter had no recourse against the state caused by the labor dispute. But I have just read that the strike has been settled and everything will be back to normal soon. I was going to suggest a letter to your governor but sending letters is not such a good idea at this time.
