Next Door Neighboor Problems

Our next door neighbor has a son that continously disrepects us. We have tried talking to the parents, and the only parent that comes and discusses this child is the step-father. The mother doesn't even come to talk to us regarding her son. He already has a track record of being in juvenile hall.

Our question: Should we file a restraining order against him, or is it possible to do a restraining order against a juvenile.

What is the outcome in situations like this?
