CA here...

My visitation order is very ambigous. It states that holidays are to be by mutual agreement. In 7 years I have never had my son on christmas day and I have asked for it this year. She is avoiding answering me on this subject. Is my next step an order to show cause OR can I simply force her into mediation about this?

I agree you need an OSC to modify the current order. As an example when I was first divorced the judge ordered reasonable visitation to be determined by the parents. My ex would not be reasonable...we could not come to an agreement. You will probably be put into mediation anyway if you guys can't agree on a schedule. Come up with a proposed schedule so that the judge can see you are trying to be cooperative. Also make sure in your declaration you outline why you need a set schedule (her lack of cooperation).
