Most recently I received information from my bank that a company who did not have my authority to put debits through on my account has been putting debits through for the past several months, most recently one for almost $700.00. Is this legal, without my consent?

Under what authority I do not know, because it was not mine, so I can not answer that question. Although, if they did not have mine, does it really matter?

Circumstances are long, but here is a short version. I rented a pc about 1 year ago. They delivered a different one, I called notified them. They were going to put me on a waiting list. They never called, I called they wanted me to pay additional monies, plus the money that I have paid already would not go towards the new pc. I became upset and hostile. Prior to all of this I would pay each month on my debit card. It was their policy per their personal, they must call me each month to get authority to process the payment, they have not called me for this since approximately October or November. I knew nothing of these charges.

If they told you that they would ask for your autority each month to charge the account, then that is part of your contract with them and they are liable to you for the charges they made without the authority.
