What is the name of your state (only U.S. law)? Louisiana

I own a small business and bid some work for a local municipality. A local engineering firm is managing this job, as well as other work being completed by the municipality.

Our company was notified that we were the low bidder on the contract. Approximately 8 weeks later, a notice to proceed was issued by the department the work was being done for. The Notice to proceed included purchase order numbers for the work.

Approximately 2 weeks later I had a worker go out and do some minor prep work at the job site.

4 weeks later, I meet with the engineering firm handling the job and we discuss timelines for project completion. Mention is made of an "after the fact contract" being issued in order for the municipality to be reimbursed by FEMA for the work my company is to complete.

I discuss an "after the fact contract" with my partner who then contacts the municipality purchasing department to get a copy of the purchase orders. We are told these numbers do not print out "official purchase orders". I immediately notify the engineering firm that no work will go forward until I have an official purchase order in my hand from the city. The engineering firm argues and balks at providing a purchase order or contract. Finally a purchase order is faxed to our office that does not list the terms, date work is to be completed by, scope of the work to be completed, etc. The purchase orders do not even reference the name of the jobsite or the reference number for the bid.

Now the engineering firm is stating they will "exercise their options under the purchase order" (what options? the PO says nothing), if we don't complete the work as per the previously discussed schedule. Verbally the engineering firm indicated they will cancel the purchase orders. They also state the site needs to be returned to it's original condition.

I could care less if they cancel the purchase order, I really have no desire to do work for these guys at this point as I forsee nothing but trouble and am highly suspicious of an "after the fact" contract as well as their unwillingness to provide a valid purchase order.

Q. Can they require us to return the site to it's original condition? (We ripped out two small poles).What is the name of your state (only U.S. law)?
