No Fault Divorce

I am getting a divorce. Myself and soon-to-be ex-husband are both active duty in the Coast Guard. We were engaged prior to joining. We have both served just over a year in the USCG. We got married on October 21, 2011. It was a proxy marriage (my ex was not present, he had a stand in) done in Texas at the courthouse. At that time, I was stationed in TX from October 2011-May 2012 (8 months). Next, I was in California from June 2012-September 2012 (4 months). Right now I am on leave in Virginia. My next unit is in Massachusetts. My ex and I have family here in VA. We both grew up here. I need to start the paperwork for divorce, I just want to be exactly clear on how to do it. My ex has been stationed in South Carolina since October 2011. He goes oversees for 3 months on a ship, then comes back for 3 months, and so on. Right now he is gone until December.
I am 20 years old and he is 23 years old. We have no children, no property, no accounts-nothing together. We have never lived together. We are cooperating to make this as smooth and fast as possible. We want a no fault divorce.
I am trying to file it here in VA under SC's consent. I may be using the terminology incorrectly. I just don't think I can consent to VA since we both haven't lived here within the past year even though we grew up here. What paperwork do I need to fill out and the other major things I need to do?

Is VA your official state of residency for military purposes? If it is, then there is no problem filing in VA. However if you didn't maintain VA residency then it would be better for him to file in SC as he has lived there long enough to do so.
