In Colorado, have had no hot water in a rented apartment for 3 weeks. Have a year's lease. Do I have to pay rent for the time without hot water?

Depends. Did you contact your LL in writing regarding this issue? Did you call the Health Dept regarding this issue? Why is there no hot water? What has the LL done to deal with the problem?

After three weeks as long as your LL knows about it three weeks is too long , call building inspections and ask them to come out and verify the lack of hot water , if they write a work order so be it. Hot water heater problems dont take 3 weeks to fix. one to three days ( if a part has to be ordered ) yes but not 3 weeks.
