No Parenting Plan

Living in Tennessee. Never filed a parenting plan for custody or child support. Children have been living with mother for 5+ years and child support has been paid monthly. Mother always has excuses for not allowing father to see children, even though she readily accepts child support. Can Father stop paying (never ordered to do so) Does Mother have to let Father see children regularly. What are the rights of each parent and is it too late to file for a parenting plan. Mother is not following through on verbal agreement and is therefore not promoting contact with the father.

Until the child is 18, you can file a PP anytime.
