No, it doesn't have to have that on it.

Are you concerned that someone is putting up unauthorized no parking signs? Ask the agency responsible for the particular street or road involved if the sign is valid or not.

No but I got a ticket for Parking at one that had nothing on it that to show it was Legit

And do you have any reason to believe it is not a valid parking sign? There isn't something special that a parking sign must have to show it is legitimate. The sign merely needs to be authorized by the authority that has jurisdiction over that street and meet whatever basic requirements the state or local government has for the design of the sign.

Cities, towns, and villages put up their own signs. Just because it's not marked does not make it invalid. If you're counting on that to beat a parking ticket you're out of luck.
