No Running Water

What is the name of your state (only U.S. law)? Florida

My city code enforcement is after me due to no running water.I try to contact this code enforcement officer but doesnt return my calls.But she have left 2 noitces on my front door.Here the issue,I dont have running water at the property due to no one living there.Also there over charges that they keep adding on.So my question is what is the problem?No one is living there right now and and I dont see why its a big deal.Im thinking they want there money but I have every right to do what ever I want its my property.So how should take care of this?
