What is the name of your state?

Name of my state in New York.

My problem is an ignorant russian family recently moved into the apartment above me. They have five children. As you may guess, they make an EXCESSIVE amount of noise which has decayed my quality of life. I have to study, study an study some more for several exams (Microsoft).

15 years I'm been living here so I'm not going anywhere. I'd like to a break from my studies an see if I can use my 15 yrs seniority to my advantage, because I'm unable concentrate from the repetitive noise an stomping. What I'd like to do is focus my full attention to dealing with them fast an hard. What can I do to have these people cease the noise.

I have already call security 2 times. They took a report. An went upstairs to warn them. They still make the noise. What are my rights an how do I make them stop or go to the extreme of having them removed from the apartment?

Fess, you have to write letters to the andlord details the noise, and if ti gets bad after 10pm you can call the police, and make out reports,

The only way to stop the noise is to move to a top floor apartment. That is a fact of life in a Big city, i guess you had it made with the previous tenants.

Also most apartment leases specify an apartment must be carpeted say 75%-80% see if their lease has that provision maybe that could help.

It is quite possible if you are a rent stabilzed tenant paying way way under market rate for your apartment, the landlord could have put them there to harass you and try and drive you out of the apartment and jack up the rent on your apartment especially if its on the first floor.
