I am a tenant at will
The new girl upstairs is a stomper she will not take off her shoes, there is no insulation between our floors.
I have spoken to her and the landlord, he says he will speak to her but the noise hasn't ceased.All I want is some wall to wall carpeting put in..... do I have any rights on this matter???

My response:

If it's one of those old buildings, there is space between her floor and your ceiling. That space acts like a megaphone, that amplifies any sound vibrations. It's unlikely she's a "stomper;" it just sounds that way. Nevertheless, you might offer to pay for carpeting of her apartment. That will definately cut down on the noise - - not completely, because of the construction, but enough to perhaps make your place livable again.
