Noisy neighbor

I moved into a condo (rental) over two months ago and my upstairs neighbors have always been noisy. I excuse the noise because they have a baby and two teenagers. However, the past couple weeks at 7am they blast their stereo and it wakes up my husband and 6 month old son. My husband works nights so he is never very happy to be waken up by loud rock music right above our bedroom. This morning it was so loud I could hear it clear in our living room and through out our whole condo. I previously left a nice note on their door, but nothing changed. I realize that Utah noise ordinance is from 10-7am, but we live in an apartment-like setting. I feel that just because it is 7am every morning they should be considerate of all neighbors. I have never heard a peep out of any other neighbors. I expressed concerns to the landlord the first day I moved in. He blew it off stating that he's never had any complaints about that family. Am I out of line complaining to him since he owns the whole building or should I go to the onsite property management company? Am I being petty and unreasonable?

Well, it really depends doesn't it... What is reasonable sound levels is not affected by hubby being a day sleeper. Sorry.

This morning it was so loud I could hear it clear in our living room and through out our whole condo.
I can hear the AC unit thru my whole building. Noise carries. How loud it is, and how distrubing are the key points.

I previously left a nice note on their door, but nothing changed.
Leave an angry note, or better still, tell the PARENTS directly "TURN YOU KIDS STEREO DOWN OR I WILL CALL THE PO-LICE."

You can call the police whatever the ordinance says. Unreasobale noise is innappropriate no matter what the time.

At 7 am, go up, bang on the door and tell them, even if they don't open the door. "Turn that Rock Music Down until I can't hear it outside of your apartment."

If requesting the tenant turn it down doesn't work, then tell the landlord, and if the landlord says, no one ever complained, You tell him:

"Well Mr. Landlord, I am complaining NOW."

If being neighborly doesn't work, go to both (the LL and the Manager)

I don't know how loud the noise is, but it is loud enough to bother you.

You are not being a petty, you are being a bit of a pushover.

I'm a New Yorker, you are from Utah, so we might have a different styles of handling conflict.

Had I been in this suitation, my response would have been:

1) Telegraph them a message by dribbling a basketball on the ceiling while loudly saying "Turn your stereo down." until my message was acknowledged.

2)Failing that, I would knock on there door, and politely ask them to turn their stuff down...

3) Call the police.

4) Call the landlord


Leaving a nice note is like step 0.01 for me, so maybe skip to step two, be neighborly and ask them to turn it down.

This is most effective when the stero is actually at its offensive volume.
