The house (which is actually a trailer) next door to my newly built house is rented to a family. The adult and teenage children play a bass with their stereos. They used to play it in their cars sitting in their yard, now they play it in the trailer. I cannot hear the music, but I can hear the persistent boom boom boom of the bass - even when I'm in my house with doors/windows closed. They play the bass VERY LOUD, and since it is such a low-level noise, it is easily heard in my house, which is approximately 20 feet away (we live on a lake channel, so the lots are tight to each other).
I have talked with the neighbors more than 10 times in the past three years to ask them to turn down the bass. They do for about an hour, but then it goes back up or they do it again in days following. I have called the landlord about this three times. Twice last summer and once a week ago. Last week when I called, she said she couldn't do anything about it because they pay their rent. She then hung up on me.
I have called the police, but they say that all they can do is ask them to turn it down (and that's if they have someone in the area), because there is no noise ordinance in our township. I also called the township to see about getting an ordinance in place and was told that it wouldn't pass because they don't have the funds to uphold it.
I am at my wits end with this problem, and I want to know if I have any legal recourse. I live in Michigan - what rights do I have? Do the landlords have a responsibility to the neighbors of the property they are renting. It really seems like I should be able to be in my own house without being subjected to this awful noise.
