What is the name of your state? CA

I am in the process of restoring my CA driving privileges to allow me to renew my license in VA. I got a paper from the CA DMV and they require the following for insurance (in lieu of an SR-22 for out of state residents):

1. Will cover the operation of a vehicle in CA as well as my state of residence
2. Was issued by an insurance company authorized to do business in my state of residence
3. Meets min. CA insurance requirements

Now, it seems this insurance is easy to obtain, but what is meant by #1? I contacted an esurance and they told me the insurance I get would be valid in CA as long as I live in VA for 70% of the year. It seems this is pretty standard for insurance. Would this qualify as covering the operation of a vehicle in CA?

Your better bet is to contract Progressive, tell them you need a VA policy with a CA SR-22.

Is it possible for a non-CA resident to obtain a CA SR-22?

Also do insurance companies inform the DMV their records of who they are insuring and what incidents they have or do the insurance companies just pull up your driving record?

We had this conversation in January. My answers haven't changed, and neither have the rules.

For the last question, both.
