My wife and I have an unrelated 17 year old child living with us. We have known her all of her life and are her godparents. She has lived with us on and off over the years ever since her mother became addicted to crack cocaine when the child was approximately 4 years old. The father is in jail and the mother is in and out of jail. The grandmother has let the child live with her in the past, but it is a volatile situation at best. We are friends with the grandmother though and she has confided in us many times. The child started staying with us and approached us approximately 9 months ago about living with us pemanently this time. We subsequently were able to track the mother down and got her to sign an open-ended (has no specified end date) child guardian consent form. I work for the state of Florida, and they accepted this form as proof to be able to add her to my insurance benefits. The problem is that the county we live in will not accept this document and require that the court system be involved and the court appoint us as guardians. Originally, we tried to foster the child but were told she would have to move out for six months before we could apply to foster her. She was unwilling to do that.
