What is the name of your state (only U.S. law)?WI

I have tenants whose lease expires today. I gave them new lease 2 weeks ago to sign. This was a new lease format that I am now using, so it is different from the first one they signed. They have avoided the lease issue since I gave them the new one to sign. I approached today I told them that I would have to have the new lease signed or would serve (on the 1st) them with 28 days notice to vacate. They said they would not sign new lease and would not move. They will just let lease roll over to month to month. I did not raise rent. Only basic difference in leases is that I would require 60 notice to vacate instead of 30 day notice. If they refuse to sign and I serve them with non renewal of lease do they have to be out in that 28 days or can they squat and force me to go through eviction procedure.

If they refuse to sign the lease, you can give them notice to vacate/terminate. However, if they do not vacate per the notice, you are going to have to evict through the courts.

You give them 30 day notice TODAY and if they do not pay April rent you file an eviction action against them IMMEDIATELY per WI state laws and you remove them by eviction...if they don't move by the end of April, THEN you serve them with small claims for the May rent and they then have 2 lawsuits against them.
